Better good governance indicators hold the key
In the recent years, the concept of good governance has emerged as a key to development effectiveness, particularly in terms of citizen services delivered by an democratic system.
For any government, it is easier to augment public resource allocation to health, education and other human specific sectors than improving governance.
The Madhya Pradesh government has not only increased its fund allocation in health and education but has achieved many milestones in reducing crime rates, control of corruption, participation of civil society through decentralisation, simplification of rule of law by introducing better governance system. And gradually, the state is moving towards Sustainable Development Goals.
Madhya Pradesh (MP), ‘the heart of India’, is the second largest state in the country in terms of geographical cover. About 21.1% of its population is Scheduled Tribes (STs). During the past decade it has witnessed double digit growth and a never-before agriculture growth of 24.99% (on average constant price).
It was only possible because the chief minister of the state Shivraj Singh Chouhan had come up with his vision statement of using good governance in all policy matters. And now, the Chief Minister Shri Shivraj Singh Chouhan’s government has given top priority to good governance in the roadmap of Atmanirbhar Madhya Pradesh.
The Madhya Pradesh government has set multi-task goals include creation of single service delivery portal, single citizen database and provision of digital verification of documents for service delivery. Also rules, laws and procedure have been made simple so that commoners of the state face no problem at delivery point.
Recently, the government has decided to utilise modern techniques like drone-artificial intelligence, block chain technology, cloud computing and government work, process, training and capacity building of its available human resource.
The state government is step ahead of others by providing several citizen services not only through e-governance but also through M-governance, that is, certain services are available on mobile phones of the citizens.
The citizens of the state can lodge their grievances on a dedicated number “181” which is known as CM Helpline. So far as many as 12.5 million (the number is rising) grievances of citizens have been redressed.
In the past few months, the state government has introduced 100 new citizen services under the ambit of Public Service Guarantee Act. These services provided great relief and convenience to the citizens during Corona-Curfew period.
The state government has also amended its Public Service Guarantee Act to provide “deemed approval”. As many as 15 services have been brought under “Citizen Interface” through online application based system. Further, the state government is mulling over introducing certain more services on whatsapp chat-bot.
All these services have been introduced with proper discussion, seminars and other public participation platforms and suggestions received from public. Services like “Aadhaar Registration and Amendment” and “Ayushman Bharat Beneficiary Card Service” have been started.
Suggestions were received from people by developing an M.P. Innovation Portal. Programmes organized for public welfare schemes were promoted among crores of citizens through Social media platforms like MyGovMP are now in fruition. The government has decided to create a single citizen database of citizens and create a single portal of service delivery in the state.
Now the Madhya Pradesh government has placed good governance among the foremost significant pillars in the roadmap for the creation of Atmanirbhar Madhya Pradesh.
During the COvid-19 pandemic, direct benefit transfer to the accounts of the beneficiaries has rendered benefits of government schemes to eligible persons. The e-office system was implemented in state government offices, departments and various undertakings. A state-wide campaign has been launched in Madhya Pradesh to attack various types of mafia and anti-social elements.
The state of Madhya Pradesh displays wide variance in human development outcomes across its districts. “In order to understand the divergences in human development, we must understand that human development expenditure is necessary component but for successful public policy intervention good governance is equally necessary,” Says the chief minister Shri Chouhan.
If development expenditure by itself is sufficient, it yields better results and outcomes in those areas where good governance has better indicators.
“You will see that development trajectories across the state will be constantly heading northwards,” says Shri Chouhan.
